Look at the app reviews in the Apple App Store and forum here, some of us have been trying to have Onkyo resolve this for months. It is difficult to believe but it looks like they no longer supporting iOS or even responding to us.

I saw your numerous follow ups on this topic. I appreciate your continued efforts, and, like you, I find it very disappointing to see a lack of response regarding this issue that is so important to most.
Considering this, I may be going back to a Denon product.
There is FABULOUS iOs app called DeRemote that allowed a lot of control of my old receiver. I thought I might save a buck or two buy going with an Onkyo, but I am now realizing that it may be worth paying a little more for something that is better supported.
I am disappointed in this Onkyo support. I am going to write a letter the the company about the lack of support. This will have to be my first and last Onkyo.
Hello. Anyone who is having problems with iOS and "Remote 3", please post the model of your iPhone device/model receiver you are using. We have no problems with iOS 11 and "Remote 3" on our end. Please post your receiver and Apple device.
There has not been a massive outcry of the Remote 3 iOS functionality. Our engineers need more data. We have had every employee in our lab and in our personal homes try Remote 3 with iOS 11. Including some of the devices you have listed. No problem was found. Additionally, while this thread has indeed been active with users, it still is a relatively small amount of users, there are still thousands of units on the market that have no problems. This problem appears to be across the United States, but not consistent. So it is unclear if it is a network configuration problem or an actual problem with iOS 11/Remote 3 compatibility.
I encourage all users who have this problem with the Remote 3 application with iOS 11 to post the model of your apple device and the problem you have.
